"The current administrative arrangement of government in the United States is neglecting to meet its implicit agreement commitments to the American people." There is nothing nearer to reality than this announcement. While some may contend that the legislature is following the rules of an implicit agreement, numerous parts of the administration have grown out of their britches and dominated. With more than fifteen thousand employments up for the taking in the administration it is difficult to accept that the legislature contained in the eighteenth century is equivalent to the one we have now.
